JNX CJ was designed to be used on older RetroElectronik Sega Genesis controller adapters. The punch buttons were defaulting to the bottom 3 buttons and kicks to the top 3. The JNX CJ is used to flip them to the correct orientation.

R2-R5 are all 220 ohm.

C1 is decoupling for the 74AC14.
