Arduino Nano based ISP Programmer R1-R3 - 470 Ohm. Change for different LEDs C1 - 10 uF LEDs - 3mm Switch has 100 mil pitch - SPDT or DPDT. C1 & Switch were added because a number of tutorials suggest it. I've never needed it. Jumper is used to allow Arduino on the ISP board to be programmed.
