this is an adaptor board between a plcc-32 package, like a 39C040 and a dip package.

I found some pins, less than 10 cents in reasonable quantity, both from keystone (part 1378-1) and mill-max (3121-2-00-15-00-00-08-0), that makes it all low profile and work.
