This is a DC-DC boost converter with effective input and output filters, specially designed for the use with QRP transceivers like the Mountain Topper series. For more details, see

The output voltage can be set to 6, 9, or 12 V, and the input can be either 4 NiMH cells (4.8 V nominal) or 2 LiPo Cells (7.4/8.6V nominal). In the latter case, only 9 or 12 V can be selected as output voltage.
The circuit also includes a simple low battery indicator.
