This breakout board makes it easy to add a rotary encoder to a breadboard or panel-mounted project. If you are using something like an arduino or other mcu with internal pullup resistors to connect the A and B pins, then you don’t need to use the pullup resistors nor the VCC pin on the breakout board.
If you do use the pullup resistors, make sure to connect the VCC pin as well, or the resistors will have no effect.
