Keyer Dongle Rev 2b

This is a telegraph keyer module that is intended to work with a host computer which will provide features like a user interface, memories, and automatic signal transmission. This dongle has places to connect a key and up to four radios as well as having a speed control and a piezo speaker for generating a sidetone. Documentation, BOM, code, and so forth for both parts will be forthcoming. This revision fixed an issue with the ground for emitter of Q16 and the footprint of the buzzer.
